Economic Resilience Toolkit

In April 2009 Yorkshire Cities completed a major study designed to assist local authorities to identify their economic strengths and to work to improve their economic resilience in the face of the recession.

This document accompanies the Index report and provides a set of 'resilience checklists' that councils can use to examine the extent to which their existing approach promotes resilience, and suggestions on the types of policies that might be useful.

The full study comprises a number of documents in addition to the Toolkit, these include:

  • The Index of Economic Resilience - a measure of the strength of Yorkshire Cities' economies as they entered the recession, which also describes how their resilience has changed since the late 1990s;
  • A summary of the Index report;
  • The Impact of the Recession report - this report explores the impact of the 1990s recession on the Yorkshire Cities' and what the implications are for these areas in the current downturn;
  • City Region Reports - the main reports include full analyses of the data for the nine Yorkshire Cities areas. Additionally, three separate reports were also produced for the three city regions: Hull & Humber Ports, Leeds and Sheffield.

An update of the Index has since been produced for 2009-10. The Index of Economic Resilience: From Growth the Recession is also available to download from the research library.
